If you are in Kerala, you can apply for minority certificates from persons other than Class A Gazetted Officers category of the Kerala government, which have less validity, through akshaya or online, for that purpose. The link provided by Vinod on September 20. 2020 is somewhat useful. Even if the details given in that link is about obtaining Caste Certificate from Taluk office and not about Minority Certificate.

You can apply directly for Minority Certificate through the Edistrict Portal.
