How can I amend my tax return for free in US?

FreeTaxUSA should let you amend - first you have to recreate your original return, finalize it and say you will mail it in, then you can amend and make the necessary changes. It should be free for federal without paying for Deluxe (which is only $8). Or if they do charge for the amendment it's usually only $15 or so.
Another option if your income is less than $66k and you don't have a complicated return is Get Your Refund. You would need to upload a copy of the original tax return and all your documents for the year, then explain what changes need to be made.
You can also click on the VITA Location finder on that page to see if there's an in-person location near you that's open. In my area the free tax preparation program has a few sites open until end of July, although it's been really slow so they've been closing down early.
