How to apply for NOC for vehicle in India ?

If you are planning to relocate to other place from another state with your vehicle, the first you need to get is the NOC of the vehicle from the Regional Transport Office (RTO) where your bike or car was registered initially. It is one of the formalities to do before relocating to. NOC allows an individual to ride his/ her vehicle in a different state and also eases the process of re- registration of the vehicle at the new RTO as well. In this article, we are going to discuss about how to apply for NOC for a vehicle from another state.

Are you thinking why NOC (No Objection Certificate) is necessary for interstate vehicle transfer?

A NOC (No Objection Certificate) serves as permission to transfer a vehicle from the current RTO to another. It certifies and acts as a proof that a vehicle has all the clearances like taxation, challans and dues from the existing RTO. In this way, a No Objection Certificate becomes necessary requirement for re- registration at a new RTO.

Let’s take an example, if a person shifts from Chandigarh to Bangalore permanently, he will need NOC from the Chandigarh RTO. Then, he can submit this NOC at the RTO Bangalore to re- register the vehicle.

The NOC will be required for the transfer of vehicle’s ownership in the following situations:

  • Sale and purchase of a vehicle
  • The demise of the vehicle’s owner
  • Selling the vehicle in an auction

Documents required to apply for NOC of vehicle transfer

It is beneficial to check the required documents before applying for NOC. The list of documents to submit at your current RTO is as follow:

  • Duly filled Form 28 (four copies)
  • Road tax payment receipts
  • Vehicle registration certificate 
  • Insurance policy document in validity
  • A copy of valid pollution under control (PUC) certificate 
  • Owner’s address proof
  • Owner’s identity proof
  • A written NOC application

Note: please note that the documents mentioned above are not same in all states. It differentiates from state to state. Hence, you may visit the RTO in your area or refer to the Parivahan portal to find out the documents required by the RTO in your state for NOC.

 

 

Steps to get online NOC for bike/ car?

Many states offer both online & offline methods to apply for NOC. The online procedure to get NOC is done through the Parivahan Portal of the Ministry of Road Transport and Highways website. If you state enables online NOC applications, here is the procedure to do so:

  1. Visit the parivahan portal website..
  2. Click on “Online Services” on tab and Choose  “Vehicle Related Services” from the Menu.
  3. Select the state and Enter the RTO under your jurisdiction.
  4. Select “Application for No Objection Certificate”.
  5. Enter the vehicle registration no. and chassis number (last 5 characters).
  6. Click on “Verify Details”.
  7. Check all the vehicle details and proceed to fill form for NOC.
  8. Upload all the required documents.
  9. Pay the required fees for application.
  10. Once all the payment is completed, save and print the application form and the receipt.
  11. Visit the RTO and Submit the application form along with fees the receipt

How to get offline NOC for car/ bike?

The owner of the vehicle needs to follow these steps to get the NOC for car/ bike from the RTO.

  1. Visit the local RTO in person and submit the completely application form for the NOC.
  2. Submit the duly- filled CMV 38 form along with required documents mentioned above.
  3. The completed CMV 28 form needs to be submitted along with other documents.
  4. Next, you need to pay INR 100 to the RTO as the fee for NOC application.
  5. After the submission of the NOC application to the RTO, the transport office will verify the details of the vehicle and background verification of any criminal record associated with the vehicle
  6. RTO also check no pending dues or DSL cases against the vehicle, After verifying all details the No Objection Certificate is issued along with a receipt of clearance.

Note: Please note that the RTO will take up to 3 working days to issue the No Objection Certificate after submission of all the required documents.
