Hi!

  1. You cannot change the legal name in the case of a sole proprietorship firm. GST Registration is PAN based. If there are corrections in name, you have to apply for correction of name in PAN Card first.
  2. As said above, your GST number contains your PAN number, so if you want to transfer your business to someone else's name, you have to cancel your existing registration and apply for a new one on that PAN number.

If point number 2 is the case, I would recommend you to consult a Tax Practitioner or a CA. 

If there is a change in trade name, you can always apply for the same on the GST portal.
