How to get a Domicile certificate in Jammu and Kashmir (J&K)?

Eligibility Criteria
Any person who fulfils the following conditions shall be eligible for grant of Domicile Certificate by the Competent Authority.
-
who has resided for a period of fifteen years in the Union territory of Jammu and Kashmir or has studied for a period of seven years and appeared in Class 10th /12th examination in an educational institution located in the Union territory of Jammu and Kashmir; or
-
who is registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants) in the Union territory of Jammu and Kashmir; or
-
children of those Central Government Officials , All India Services Officers, Officials of Public Sector Undertaking and Autonomous body of Central Government, Public Sector Banks, Officials of Statutory bodies, Officials of Central Universities and recognised Research institutes of Central Government who have served in Jammu and Kashmir for a total period of ten years; or
-
children of parents who fulfil any of the conditions in clause (a); or (b);or
-
children of such residents of Union territory of Jammu and Kashmir as reside outside Union territory of Jammu and Kashmir in connection with their employment or business or other professional or vocational reasons but their parents fulfil any of the conditions provided in clauses (a) or (b)
Application Process
Any person who is eligible for a grant of Domicile Certificate may apply to the Competent Authority for grant of Domicile Certificate in Form ‘A’, either physically or electronically online (as may be made available by the government).
In case of minors and persons suffering from any disability, application for grant of certificate may be made and appearances and other acts done by their appointed guardians.

Follow the below steps to apply online for domicile certificate in Jammu and Kashmir.
- Visit Jammu and Kashmir Official Portal
- Click on Services. Select Online.
- If you are using this website for first time, you have to register using the Citizen Registration Link given on login Screen.
- After filling up the personal details and other information a user ID and password will be generated which can be used for further communication in the website for availing the online services.
- Already Registered Citizen can avail the Service Using Login ID and Password generated after Citizen Registration.
- Login to the portal by providing the user name and password. Select the role type Citizen while logging in.
- Click on E-services on the left side.
- In the list of departments , select General Administration Dept and then click on Application for Domicile Certificate.
- Fill all the remaining details as per your eligibility for domicile certificate in Jammu and Kashmir and upload all the required documents.
- Finally preview and submit the application.
- After submitting the application,an Application ID will be provided for further references.
Follow the below steps to track the status of the application.
- Visit Jammu and Kashmir Eservices Portal
- Click on Check Status
- Enter Application ID
- Click on Submit to track status of your application.
