How to get EC in Karnataka?

Name of the Service: Issue of Encumbrance certificate

Name of the Sub Service: a) From 01-04-2004 to till date

Whom to approach for this service (Designated Officer)?: Sub Registrar

Procedure involved to get this service:

• Prescribed Form 22 is to be filled up by the applicant.

• The application is submitted to the dealing assistant.

• The dealing assistant will search the index data for registered transactions made on the property mentioned in the application. The data prior to 2004 is present in manual records.

• For search period between 2004 till date, computerized search is done and system generated Form 15 or 16 is issued. For previous records, manual index records are searched and matching entries are manually noted.

• Dealing assistant will make note of the individual transactions in Form 15.

• Fee is paid at SRO in cash only.

• A system generated receipt is issued to the applicant after the data entry. At some SROs, the receipt is given manually.

• The certificate is prepared and signed by the dealing assistant.

• The certificate is forwarded to SR for his approval, SR puts his seal and signature on same.

• The Encumbrance certificate (EC) is issued to the applicant.

Maximum number of days to wait to get this service delivered: 3 Working Days

Whom to approach as a appeal (Competent Officer), if the service is not delivered in time or rejected by officer: District Registrar

Maximum number of days to wait to get the decision of the Competent Officer: 30 Working Days

Whom to approach as 2nd appeal (Appellate Authority), if the decision of the Competent officer is not acceptable or not implemented?: Inspector General of Registration and Commisioner of Stamps

Maximum no. of days to wait to get the decision of Appellate Authority: 30 Working Days
