I am 18 years old son of government employee. For passport, Annexure A says it requires identity certificate for minors upto age of 18 years. Does that apply to me or only till age of 17 years?

Annexure-A is not mandatory for the dependent of Government employees. It is an optional in the case of dependent of Government employee.
