I want to apply for a US passport for someone who is disabled and cannot open eyes. Passport photos need to have open eyes though. What is the process or exemption that I can/should follow?

You can submit a statement signed by a medical professional/health practitioner with the application explaining why the applicant's eyes are not open. To learn more about other photo requirements, please visit Passport Photos.
