The video selfie part of the ID.me verification is required to make sure the actual taxpayer is the person setting up the account. Scanning a picture shouldn't work but I've never tested it.
It might be easier for him to call to get his balance. He can try these tips - basically if you don't enter a SSN that seems to help get through the phone menu.
