Village officer is bound to provide you the Community Certificate. At the max, the village officer can request a report from your father's taluk, in case he felt that you belong to any of the 2 categories.

Migrant Persons born and bought up in another District/ Taluk, report from that District/ Taluk.

For people born and bought up in other states, a certificate from the respective place.
So, he cannot refuse it. You can inform the Tahasildar of the issue and get it resolved.
