My cousin got a gift deed from her father in 2014. Afterwards, they did not pay property tax and now they went for paying tax for all the year but they asked to bring an affidavit from her father. Is it really required since the property changed into her name long back?

In the question, you haven't specified the location of property so we could have adviced specific to your need
In Karnataka, one need not submit affidavit to pay property tax. you need to apply for property ID, once you have property ID, you can pay property tax on the municipality website.
For example : in Bangalore, one can pay property in BBMP website.
To obtain the property ID, you need to submit gift deed and latest encumbrance certificate to your ward office, along with file property tax.
You should have property ID in 30 working days from the day of application.
