Under the Motor Vehicles (Amendment) Act, if your driving license has expired and has not been renewed for more than a year, then you will be taken as a new learner (trainee driver). This means that you will have to apply for a fresh learning license and then wait for 30 days for a permanent one. Currently, if you are caught driving with an expired license, then Rs 500 fine will be imposed on you.

So, you have to take the learner's test to obtain the driving license but you don't need to take the driving license test again.
