35 വയസിന് മുന്നേ അപേക്ഷകൻറെ മാതാപിതാക്കൾ ക്ലാസ് എ /ബി ഓഫീസർ ആയിട്ട്  ജോലിയിൽ പ്രവേശിചിട്ടില്ലാത്ത കൊണ്ട് സർട്ടിഫിക്കറ്റ് ലഭിക്കും.സർക്കാർ ഉദ്യോഗസ്ഥർ ആയതിനാൽ അവരുടെ വരുമാനം പരിഗണിക്കേണ്ടതില്ല.
