It is not mandatory to submit your 10th grade certificate /marks card while you applying for your passport application. But it is mandatory to submit the same if you want Non-ECR status in your Passport. Non-ECR status is required in your passport if you travel to middle East country's on Employment purpose. Otherwise you would not able to get Visa's to those country's. Further it is also keep in mind that you would only get Non-ECR status if you submit only 10th class marks card and not that any higher class certificate.
