What affordable online services can I use to file my past two years' tax returns as an NJ resident in the military stationed overseas, considering I have all my W2s digitally on hand? Alternatively, should I consider contacting a CPA or tax service from my state, despite potential costs due to long-distance communication, as I need to file these returns for FAFSA?

You can still claim a refund for 2020 - 2022; the 2020 return has to be filed by May 15, 2024 in order to get the federal refund. I don't know what the cut-off for NJ is.
I would recommend you try contacting a MilTax consultant to see if they have any resources:
I believe you can still use their software for free to e-file your 2022 tax return before October 16. You don't need to file the other years first - just enter 0 or Did not file when asked for your 2021 AGI.
If you want to do the other years yourself, you should be able to use FreeTaxUSA to prepare the returns. You would need to print and mail them in, and you should use certified mail return receipt if you do this. OLT.com is another online option that is fairly affordable for prior years.
If you mail in prior year tax returns it's probably going to be about a year before they get processed.
If you want to find a CPA or Enrolled Agent, I'm sure you can arrange that online but I don't know how expensive it will be. The good news is that they can e-file prior year tax returns, which will mean the returns get processed much quicker than if you mail them in. That might be worth it for FAFSA, depending on when you actually will fill out the application.
