You need to be PR in Canada for at least 3 years out of 5 to be Canadian citizen. PRs do not get canadian passport.

PR is permanent residency, it allow you to stay and work in Canada as long you wish. You canโt not vote because PR is not citizenship. If you stay in Canada 3 years on a period of 5 years you are eligible to the citizenship.
