FYI a lot of people who claimed the covid sick pay credits for 2021 went through identity and return verification and still waited for many months to hear from the IRS. If IRS couldn't verify that they had legitimate self-employment income for that credit, they were told to amend their return to remove the credit or face a $5k penalty.

That's not the only reason to see a 810 refund freeze on a tax return, but there were a lot of fraudulent claims of that particular credit for 2021. Part of the reason for the in-person identity and return verification is to have clear proof that those taxpayers knowingly filed fraudulent claims. Unfortunately this means a lot of legitimate claims have to go through the same process and wait a long time for refunds.
