When should I expect to receive a bill from the IRS for the money I owe for the 2022 tax year, considering that it's almost June and I haven't received one yet, and should I be concerned if the IRS account site says "Your Information Is Not Available at This Time"?

The first bill usually comes in late May. If you want to set up a monthly payment plan, it's cheaper to do so online:

Unless you owe a lot of money / have a balance due with IRS from previous years, you usually can wait for a few months before setting up any payment plan. The usual pattern is three balance due notices before they send you a Notice of Intent to Levy. That's the notice you definitely need to respond to.
Setting up a long-term payment plan will have a lower monthly Failure to Pay penalty as long as you filed your tax return on time. Depending on your balance due / how long you need to pay, that savings can offset any user fee for setting up a long-term installment plan.
