Dubai Municipality imposes a residential service fee on leased and owned residential units in Dubai (for non- UAE citizens).

Amendment on fee is calculated as follows:

5% of the rental value in the tenancy contract for leased units

5% of the estimated rental value of owned residential units (according to the real estate index issued by RERA).

The housing fees are charged in return for the services provided by Dubai Municipality covering various aspects of the residents' daily life, including health and environmental services, public cleaning services, infrastructure, air quality and food control, and other vital aspects according to Revenues Law of 1962.

UAE nationals are exempt from housing fees., if it occurs and if the housing fee is calculated, he must visit the Dubai Electricity and Water Authority to change the account tariff from an expatriate to a local and then apply to the Dubai Municipality Fee Adjustment Service for housing through the Dubai Municipality website to cancel the fees and recover the payments. Important note: The Dubai Electricity and Water Authority registers only one account it identifies as a local and if the customer has a second account he needs to prove that the second account is also used by him because of the presence of another family (e.g. married to two women).
The customer must apply for an amendment to the Dubai Municipality fee on housing through the Dubai Municipality Electronic Window and the housing fees will be removed for the period without consumption ot electricity and water.
The customer needs to visit the Dubai Electricity and Water Authority to change the account tariff from residential to commercial and then apply for an amendment to the Dubai Municipality fee on housing through the Dubai Municipality Electronic Window to cancel fees and recover payments.
Housing fees are calculated as soon as the electricity account is activated. In the event that the property is not used, the owner must deactivate or close the account in order to avoid being charged housing fees.
Housing fees start with the beginning of the lease regardless of whether the contract started at the beginning of the month or in the middle or the end of the month, and ends with the expiry of the contract. That is, the fees are calculated only by the duration of the contract. (For example, if the contract is 12 months, the fee is charged for only 12 months.) so for the first bill the housing fees will be charged for the whole month and it will be removed for the last month with the final bill.
If the property is closed for maintenance, we will contact the Electricity Authority to ensure that there is no consumption on the property and if there is no consumption, the fees will be cancelled and the amount refunded.
