How to apply to get approval for Building Completion Certificate with dispute in Dubai?

This service enables you to obtain a Completion Certificate from the Construction Control Department, if the contractor or consultant or both did not approve the issuance of the completion certificate.

Documents Required

  • Service Application Form, signed and stamped by the owners and the contractor or consultant (in case one of them did not approve), and signed by the owners only (if both parties did not approve).

  • Authorization letter in case of submission on behalf of owner.

How to apply to get approval for Building Completion Certificate with dispute in Dubai?

  • Apply for the service through Dubai Municipality Website.

  • Receive a notification about the status of the application (Accept and Process or Rejected with reasons) by SMS and E-mail.

  • Receive the approval of the application by SMS and E-mail, and submit a request (Apply for Completion and Services. 

Time Required

  • 5 working days: if both parties disapprove (contractor and consultant)

  • 3 working days: If one of the parties disapproves (contractor or consultant).

Terms & Conditions

  • The service application is submitted through Dubai Municipality Website/ (Apply to get Approval for Building Completion Certificate with Dispute service) by owner or his legal representative or by the party approving the completion (contractor or consultant) and login using UAE PASS for UAE Nationals or entering the Emirates ID data, with the ability to track the application process.

  • All completion application documents listed in the application form must be provided by the owner in case that all parties (contractor/consultant) do not agree, at the project site during the site visit by the Unified Inspection Committee (If applicable) according to the type of project.

  • If the contractor or consultant's disapproval was related to financial or contractual disputes, the Completion Certificate is issued to the owner, and a notification is sent to the contractor or consultant to resort to court to claim their rights from the owner.

  • The application is converted to technical dispute according to the Technical Dispute Resolution Service, if the disapproval of the contractor or the consultant was related to technical matters.

  • After completing and taking the approval for that dispute application, the completion application is submitted by either parties (contractor or consultant) in the normal way through Dubai BPS after fulfilling the requirements of the government authorities as stated in the application or if all parties disapproved, the application is submitted by the involved Municipality employee.

The contractor / consultant who is required to issue the completion certificate without his agreement can't stop the procedures if there are financial dues or contractual problems with the owner, according to Administrative Decision No. (10) for the year 2019 which states that in case the problems between the owner and the contractor / consultant is due to financial dues or contractual problems between them, the competent department completes the procedures for issuing the certificate of completion.

Once the application approved, the consultant or contractor can apply for the Completion Certificate and include the dispute details in the application (Apply for Completion and Services Connection), or the application will be submitted by the DM engineer through the data portal of the Construction Control Department, if both parties (consultant and the contractor) disapproved.
