How to apply for Completion Certificate and Services Connection in Dubai?

This service enables you to obtain a Completion Certificate for all types of building permits and service connection for completed buildings after the completion of all construction works according to the technical and engineering specifications.

Documents Required

1. Consultant Approval Form, for permits issued with consultant.

2. Required Documents for Directorate General of Dubai Civil Defense and Emirates Telecommunications Group – Etisalat & DU as per the inspection checklist in the Dubai Building Permits System (BPS) _ where Applicable.

How to apply for Completion Certificate and Services Connection in Dubai?

• Login to Dubai Building Permit System (Dubai BPS).

• Apply for the service.

• Select the type of completion certificate (New Building Décor, modifications, maintenance, etc./ self-decor permitting.

• Upload the required documents.

• Pay the application fees.

• Receive Dubai Municipality’s reply (Accepted with site inspection date / Returned with no visit ) through Dubai-BPS , SMS .

• Meet the unified inspection committee on the site location .

• Download Completion Certificate through the system after approval from unified inspection committee if there were no remarks objecting issuance.

Fees Required

• Inspection request: (100 AED per request) + (10 AED Innovation fees) + (10 AED Knowledge fees).

• Directorate General of Dubai Civil Defence: AED 0.5/sqm for the first application.

• Resubmitted application for Directorate General of Dubai Civil Defense : (500 AED per each returned application).

• Final Survey certificate issuance:  (100 AED per each certificate) + (10 AED Innovation fees) + (10 AED Knowledge fees) + (5 AED Gary Chambers/creditor - local charge).

Terms & Conditions

• Approval of this service's application allows you to obtain building completion certificate, civil defence completion certificate, final survey certificate, approval from all government concerned authorities, and deposit refund approval in case of no remarks for completion.

• You are required to obtain No Objection issued from SIRA (Security Industry Regulatory Agency) according the types of buildings specified in Circular No. (170) of 2009 and Circular No. (204) of 2016 . and it will appear automatically in the application with no need to attached and it is not allowed to operate and use the building until after obtaining on her . 

• You can check the application status through Dubai BPS.

• Owners can _at any time_ get a copy from issued completion certificate , by sending e-mail to supervision@dm.gov.ae  

• Completion Certificate applications cannot be cancelled if submitted for inspection after paying the fees.

• Completion Certificate applications for all new Building permits, inspection will be conducted from all concerned government authorities/unified inspection committee from the Construction Control Department and Survey Department from Dubai municipality, General Directorate of Civil Defence, Road and Transport Authority (RTA), Dubai Electricity and Water Authority (DEWA), Emirates Telecommunications Group Company Etisalat and DU.

• Modification Addition/Maintenance/Other Permits (where there is no new building added) the inspection will be conducted by Dubai Municipality Construction Control Department. If there were any requirements related to the General Directorate of Civil Defence, the inspection will be conducted from the unified inspection committee formed of the Construction Control Department and the Civil Defence.

• Both consulting and contracting engineers must be available on the project site during the unified inspection committee visit , except villa projects and adjustment/ simple additions permits the presence of the consultant on the site during the Municipality engineer’s inspection is not required.

• Applications submitted prior to 12:00am are considered to be applied and scheduled in the next working day, if accepted.
