How to apply for a new building permit in Dubai?

This service enables you to obtain a building permit for a new project and, inclusively, a building demarcation certificate before starting any onsite works. 

Documents Required

Project drawings according to its type:

  1. Architectural.

  2. Structural.

  3. Electromechanical.

  4. Drainage and thermal insulation.

  5. Roads.

  6. Civil Defense.

How to apply for a new building permit in Dubai?

  • Login to Dubai Building Permit System (BPS).

  • Apply for the service by filling the application form.

  • Pay the due fees.

  • Check Dubai Municipality 's reply through the BPS (Approved/Rejected/Consult for Revision).

  • Receive the payment voucher from the online service.

  • Receive the permit through the website.

  • Receive by SMS the details of the appointment for the demarcation process.

  • Meet Dubai Municipality's surveyor at the project site for the demarcation process.

  • Receive the demarcation certificate through the website, in case of approval.

Fees Required

New Building Permit:

  • Free for first time applications, then for every new submission as follows:

    • Private villas: AED 100

    • Investment villas: AED 200

    • Industrial and public facilities: AED 250

    • Multi-storey buildings up to 7 floors: AED 200

    • Multi-storey buildings exceeding 7 floors: AED 250

    • Floor Area Ratio: AED 250.

  • Minimum fees for all types of buildings: AED 500, and the permit fees are calculated as follows:

    • Total internal floor area: 30 fils/sqft.

    • External concrete walls: 10 fils/linear ft.

    • Outdoor concrete slab: 10 fils/sqft.

    • Outdoor Pergola areas: 15 fils/sqft.

    • Swimming pool areas and other external services: 30 fils/sqft.

Building Demarcation Certificate:

  • AED 100 for printed certificate.

Time Required

  • 3 working days

Terms and Conditions

  • The site must be ready and free from any obstructions that might affect the surveyor's work.

  • If the site was not ready, you must proceed as follows:

  • Receive a site report with remarks and justifications.

  • Fix all remarks.

  • Apply again through Dubai Building Permits System.

  • This permit is valid for 6 months from the date of its issuance, and it's renewable.

  • temporary buildings are not included in this service.

  • The contractor must have an insurance policy for the construction works.
