How to apply for transferring driving profile to or from Dubai?

This service enables you to transfer a driving licence issued in the emirate of Dubai to another emirate or transferring a driving licence from another emirate to the emirate of Dubai or to apply for a No Objection Certificate (NOC) for transferring the test file from Dubai to another emirate or the opposite.

Eligibility Criteria

Individual customers, citizens and residents, are eligible to apply for this service.

Documents Required

To Transfer a driving licence from Dubai to another Emirate

1. Original valid Emirates ID.

3. Electronic eye test

4. Medical fitness examination in case the profession of the customer was "driver" (the customer has to pass the comprehensive medical test at one of the accredited hospitals).

NOC to transfer a test file from Dubai to another Emirate

1. Proof of residence from the emirate that the customer wants to transfer his file to

2. Original valid Emirates ID.

1. File transfer certificate from the licensing entity in the other Emirate

2. Electronic eye test

How to apply for transferring driving profile to or from Dubai?

Through Customer Happiness Centers

Transfer a driving licence from Dubai

• The customer heads to the front desk employee.

• The employee sends a link to the customer.

• The customer uploads the required documents through the link.

• The customer receives the transaction code.

• The customer submits the transaction code to the front desk employee to complete the service process and check the application.

• The customer hands over the original driving licence.

• The customer settles the required fees.

• The customer receives electronic copies of the receipt and the NOC to the e-mail address registered in the system, and an SMS to the registered phone number including a link to download the NOC and a copy of the transaction receipt.

Transfer a driving licence to Dubai

• The customer heads to the front desk employee.

• The employee sends a link to the customer.

• The customer uploads the required documents through the link.

• The customer receives the transaction code.

• The customer submits the transaction code to the front desk employee to complete the service process and check the application.

• The customer settles the required fees.

• The customer receives electronic copies of the receipt and the driving licence to the e-mail address registered in the system, and an SMS to the registered phone number including a link to download the driving licence and a copy of the transaction receipt.

Through Driving Institutes

NOC to transfer a test file from Dubai to another emirate or the opposite

• The customer heads to the concerned employee.

• The customer submits the traffic file to the employee.

• The customer settles the required fees.

• The customer receives the transfer certificate of the test file to another emirate.

Through Website

To transfer a driving licence issued in Dubai to another emirate

• The customer accesses the website and selects Transferring a Driving Licence from Dubai to another Emirate.

• The system indicates the emirate to which the licence can be transferred through integration with the UAE Pass system.

• The customer attaches the required documents and submits the application if he intended to transfer his licence to the emirate suggested by the system.

• If the customer wanted to transfer his licence to another emirate he attaches the specific supporting documents requested by the system.

• The Drivers Licensing Department audits the application and, if the attached documents were accepted, sends the approval via SMS to the customer to continue the process.

• The customer settles the required fees.

• The customer receives electronically the transfer certificate of the driving licence from Dubai to another emirate.

To transfer the driving licence from another emirate to Dubai

• The customer accesses the website and selects Transferring a Driving Licence from another Emirate to Dubai.

• The customer attaches the supporting documents to transfer his licence from another emirate to Dubai (proof of work or residence or studying in Dubai).

• The Drivers Licensing Department audits the application and, if the attached documents were accepted, sends the approval via SMS to the customer to continue the process.

• The customer takes an eye test or a medical test if his profession was a driver.

• The customer logs in to the website to complete the process.

• The customer settles the required fees.

• The customer receives the driving licence electronically and prints it anytime from any Customer Happiness Centre.

NOC to transfer a test file from Dubai to another emirate or the opposite

• The customer accesses the website and selects Transferring a Driving Licence from Dubai to another Emirate.

• The customer enters the reason for transferring his file to another emirate.

• The system indicates the emirate to which the licence can be transferred through integration with the UAE Pass system.

• The customer attaches the required documents and submits the application if he intended to transfer his licence to the emirate suggested by the system.

• If the customer wanted to transfer his licence to another emirate he attaches the specific supporting documents requested by the system.

• The contracted Driving Institute audits the application and, if the attached documents were accepted, sends the approval via SMS to the customer to continue the process.

• The customer settles the required fees.

• The customer receives electronically the NOC to transfer his driving licence from Dubai to another emirate or the opposite.

Fees Required

To transfer a driving licence from Dubai to another Emirate and NOC to transfer a test file from Dubai to another emirate or the opposite

• 200 AED

• + 20 AED Knowledge and Innovation fees.

To transfer a driving licence from another emirate to Dubai

• 200 AED for opening a traffic file

• 600 AED for issuing the licence

• 50 AED for the handbook manual

• +20 AED Knowledge and Innovation fees.

Time Required

• Website: 3 minutes.

• Customer Happiness Centres and Driving Institutes: 5 minutes

Validity

To transfer a driving licence from Dubai to another Emirate and NOC to transfer a test file from Dubai to another emirate or the opposite

• 2 months.

To transfer a driving licence from another emirate to Dubai

• The issuance date of the transferred driving licence remains the same as the original date specified by the other emirate.

• The expiry date is calculated from the date of issuance in Dubai up to 10 years for UAE and GCC citizens who are 21 years and above, and up to 5 years for residents who are 21 years and above.

• Hatta Tasjeel Centre provides this service during weekdays only:

  • Monday to Thursday from 7:00 a.m. till 3:00 p.m.

  • Friday from 4:00 p.m. to 9:00 p.m.

To transfer a driving licence from Dubai to another emirate

• Customer Happiness Centres where the eye test is available: Customer Happiness Centre - Umm Ramool, Customer Happiness Centre - Al Manarah, Customer Happiness Centre - Al Twar, Customer Happiness Centre - Deira, Customer Happiness Centre - Al Barsha, Customer Happiness Centre - Al Kifaf

• The customer must be present in person.

• The driving licence must be valid.

• The driving licence is withdrawn when transferred.

To transfer a driving licence from another emirate to Dubai

• The customer must be present in person.

• If the customer has a traffic file, the licence is transferred to the same file and the customer is exempted from the fees of opening the traffic file.

• If the customer does not have a traffic file, he must open a new file.

• The driving licence must be valid at the time of transfer.

• If the customer has a visa from another emirate, and wants to transfer his driving licence from the other emirate to Dubai, and if an NOC is required from RTA, he can apply for it in Dubai, free of charge, from any RTA Customer Happiness Centre or through RTA website provided that he works for a company that has a branch in Dubai under the same name stated in the trade licence.

For NOC to transfer a test file from Dubai to another emirate or the opposite

• If the customer failed his Road test in another emirate and wants to transfer his test file to Dubai, all his training data or internal tests completed in the other emirate are discarded, and he has to take 8 training classes then apply again for a Yard test and a Road test.
