Assam Bhulekh is an online portal initiated by the state government of Assam.  Through the portal, the citizen can easily access the NOC services, Assam Jamabandi and all kinds of land-related documents online. These land-related records are kept under the State Revenue Department.

• Visit the Official portal

• Click on the “Sign in” option at the top of the homepage.

• After clicking the “Sign in”, you will land on the Sign-in page

• Click on the “Create Account” option 

• Fill in all the required details to create an account

• Tap on the “Save” button

• After saving the information, you will get an activation link on your email. Clicking on the link will activate your account

Now you can log in with the username and password on Assam Bhulekh and easily access any type of information related to your land records.

Namjari (Mutation or Registration) over a land

Namjari or mutation is an important process in all legal transactions of land. Through mutation of land, a person will acquire the rights of the land, and the details of the property will be updated in the revenue records.

How to get “Namjari” (Mutation or Registration) over a land?

Documents required for office mutation

In case Mutation (Registration) is sought based on the transfer of land by way of purchase, gift, Mortgage or inheritance along with the specified form with required court fee : 

• Photocopy of Original Registered Deed/certified copy of the deed of transfer.

• Photocopy of up to date land revenue receipt/land revenue clearance receipt of the land for which the mutation (Registration) is sought.

• A declaration stating that the Applicant does not possess the land over the limit laid down under the Assam Fixation of Ceiling on Land Holding Act, 1956.

If Mutation (Registration) is sought by way of inheritance : 

• An Affidavit: 

• Proof of death of the deceased Pattadar in whose place Mutation (Registration) is sought.

1. Swearing that the Applicant/Applicants is/are the son/daughter/wife / legal heirs of the deceased pattadar.

2. Swearing that the Applicant / Applicants have not transferred the property to anyone earlier nor mortgaged / nor created any charge over the property to be mutated. case of transfer of land. ( Not applicable in case of prayer of mutation by inheritance).

3. Swearing that the person to whom the Applicants applied as successor had not transferred the property during his / her lifetime

• Copy of NOC obtained from D.C.  in case of transfer of land. ( Not applicable in case of prayer of mutation by inheritance).
