The service is applied upon the owner's request.

The service due fees are paid by the new consultant or the new contractor through Dubai BPS step (2-3).

When changing a consultant, the new consultant must confirm the change through Dubai BPS step (2-3) after paying the due fees.

Once the change of a consultant or contractor is approved and required fees and deposits are paid, all transactions are electronically transferred to the new consultant or contractor's name.

The owner cannot assign the new consultant or contractor to start the construction works before the issuance of the updated building permit in their name in Dubai Building Permits System.

Dubai Municipality assumes no responsible towards the changed consultant or contractor.

To change the current consultant or contractor (if there was an agreement from the current consultant, and there was or wasn't an agreement from the contractor), the application is submitted by the current consultant through Dubai BPS

To change the current consultant without his agreement, the application is submitted by the new consultant by sending a message through general message service in Dubai BPS step (1) then choose the message category (Engineering Evaluation and Demolition Section - Change a Contractor/Consultant and Completion Disputes), after that the application will be submitted through data entry.

To change the contractor in (permit issued without consultant) the application is submitted by the current contractor (if there was an agreement) or new contractor (if there wasn't an agreement) by sending a message through general message service of Dubai BPS Step (1) then choose the message category (Engineering Evaluation and Demolition Section - Change a Contractor/Consultant and Completion Disputes), after that the application will be submitted through data entry.

Yes, the owner can request the change of the contractor / consultant without his agreement in accordance with Administrative Decision No. (10) of 2019 which stipulates that the owner can request the change of the contractor or consultant without approval and without interfering with financial and contractual matters.
The contractor / consultant who is required to change him (without his agreement) cannot stop the changing if there are financial dues or contractual problems with the owner, according to Administrative Decision No. (10) for the year 2019 which states that in case the problems between the owner and the contractor / consultant is due to financial dues or contractual problems between them, the contractor / consultant will notified of the municipality's approval to proceed with the procedures for changing it.
