The government of Rajasthan has always been at the forefront of various innovations to provide health services to the citizens of the state.
Chiranjeevi Swasthya Bhima Yojana Rajasthan is an initiative by the government of Rajasthan. Chiranjeevi Swasthya Bima Yojana has been started in the state from 1st May 2021, which aims to cover the huge medical expenses of all the citizens of the state.
Features of Chiranjeevi Yojana in Rajasthan
Following are the features of Chiranjeevi Yojana in Rajasthan.

Start of the scheme: To extend the scope of Ayushman Bharat-Mahatma Gandhi Rajasthan Health Insurance Scheme implemented in the state from 30 January 2021, Chief Minister Chiranjeevi Health Insurance Scheme was started in the state from 1 May 2021 to provide the benefit of health insurance to the entire state. Beneficiary families: Those families connected/registered with the Jan-Aadhaar database under the scheme, who are eligible under the free category or have been registered in the scheme by paying the prescribed premium. Eligible beneficiary families registered in the free category under the State Food Security Act (NFSA), eligible families of Socio-Economic Census (SECC) 2011, contractual workers working in all the departments/boards/corporations/government companies of the state, small and marginal farmers and former Destitute and helpless families who received the Covid-19 ex-gratia amount are included. Those other families of the state who are not government employees/pensioners, i.e. are not taking benefits under the medical attendance rules, can join the scheme by paying the prescribed premium.

Package: The plan will be valid for IPD procedures and identified procedures only. Under the scheme, 1798 types of packages and procedures for various diseases are available. To make the packages more accessible and easy to understand, they have been divided into 3219 packages in the software of the scheme. All diseases suffered before the start of the scheme are covered under the scheme. The package of diseases available to the beneficiary under the scheme includes the following medical facilities:

The package amount includes the expenses for the tests, medicines and doctor's consultation fees done in the hospital related to the disease for which the patient is admitted, 5 days before and 15 days after discharge.

Other provisions: There is no limit on family size and age in the scheme. Infants up to one year old will be entitled to avail benefits under the scheme even without name in the family card.
Objectives of Chiranjeevi Yojana in Rajasthan
Following are the objectives of Chiranjeevi Yojana in Rajasthan.

To reduce out of pocket expenditure on health of eligible families.

To provide quality and specialist medical facilities to the eligible families through government hospitals as well as private hospitals affiliated with the scheme.
- To provide free treatment of diseases related to the packages mentioned in the scheme to the eligible families of the state.
Eligibility criteria of the Chiranjeevi Swasthya Bhima Yojana Rajasthan
Under the scheme, the eligible families are divided into two categories-
- Category receiving free benefits: - 100% of the premium of eligible families of such category as determined by the state government is paid by the government. Currently eligible families under the Food Security Act, eligible families of Socio-Economic Census (SECC) 2011, contract employees working in state government departments/boards/corporations/government companies, small marginal farmers and receiving ex-gratia amount for Kovid-19 last year. The destitute and helpless families are included in the free category.
- Category receiving benefits by paying Rs 850/- per family per year: - Those families of the state who do not come under the category of free eligible families and are not government employees/pensioners and are not taking benefits under Medical Attendance Rules They can take advantage of the scheme by paying 50% of the fixed premium i.e. Rs.850 per family per year. The remaining 50 per cent of the premium will be borne by the government.
Beneficiaries of Chiranjeevi Yojana in Rajasthan
Under the Chief Minister Chiranjeevi Health Insurance Scheme, eligible families of NFSA and SECC, as well as contractual workers, small and marginal farmer families and destitute and helpless families who received Covid-19 ex-gratia amount last year, will get free insurance cover and the eligible families of these categories will get free insurance cover under the Chief Minister Chiranjeevi Health Insurance Scheme. Additionally, other remaining families of the state can join the scheme on payment of premium amount of Rs. 850/- and the remaining 50 percent premium amount will be borne by the state government.
How to register for Chiranjeevi Swasthya Bhima Yojana Rajasthan?
To take the benefits under the scheme, the beneficiary will have to get registered in the scheme which has been started from 1st April 2021. The procedure for making category wise registration is as follows-
The registration process for the category receiving free benefits:-
- The eligible families under the Food Security Act and the eligible families under the Socio-Economic Census 2011 are already benefitted under the scheme. Hence they do not require registration.
- The beneficiary will be required to register on the scheme's registration portal, the link of which is available on the official website of the scheme https://chiranjeevi.rajasthan.gov.in. For registration, beneficiaries can register online by visiting their SSO ID or E-Mitra centre.
- For registration, the beneficiary must have a Jan Aadhar card / Jan Aadhar card number / Jan Aadhar card registration receipt number and Aadhar card number.
- Before registration, OTP on the mobile number is entered in the Aadhar card of the applicant. E-authentication will be done through this, for which it is necessary to have the Aadhar card / Aadhar card number of the applicant.
- The application for registration of contractual personnel will be verified online by the nodal officer of the concerned department and will be updated regularly.
- Small and marginal farmers who are not connected with the Jan Aadhar card, will be able to get CDing of landholding in Jan Aadhar card done as per the prescribed procedure on Jan Aadhar portal through e-Mitra. After seeding, the family will be able to get themselves registered on the above registration portal of the scheme through online/e-Mitra.
- After successful registration, the beneficiary will be able to take the policy document print.
The registration process for the category receiving benefits by paying Rs 850/- per family per year:-
- The beneficiary will be required to register himself online or through E-Mitra on the registration portal of the scheme. These beneficiaries will have to pay Rs 850 per family as a premium amount per year to the concerned E-Mitra centre or through digital payment mode. After successful registration, the beneficiary will be able to print the policy document.

- Registration Fee: Beneficiaries of both categories do not have to pay any kind of fee at E Mitra Kendra. The fee for successful application for registration, premium deposit fee and the cost of printing the policy document on pre-printed paper will be borne by the state government.
How to seek benefits under the Chiranjeevi Swasthya Bhima Yojana scheme?
Procedure to take benefits under the scheme - To take advantage of free treatment under the scheme, the following steps will be followed.
- Identity of the eligible family: - Identification of eligible family will be done through Jan-Aadhaar card number/Jan-Aadhaar EID/Policy document/Aadhaar card only. Therefore, at the time of hospitalization of the patient, provide the above information to the health guide present at the counter of the scheme so that the eligibility of the family can be ensured.
- Identification of the beneficiary- After ascertaining the eligibility of the family, the eligibility of the patient will be checked. For this, after entering the Jan-Aadhaar card number or registration number in the software, the details of family category and members will be displayed in the software, out of which the patient will be identified and biometric verification of the patient will be done. A live photo will be taken in front of a web camera at the time of the patient's hospitalization and discharge.
- The patient can be given benefit under the scheme only after the details of the selected category and family member are displayed in the software of the scheme.
- The treatment of the patient will be started as per the package available in the scheme.
- The provision about the treatment of a child up to one year: - Under the scheme, even though the name is not included in the details of the Jan-Aadhaar card of the eligible family, a provision has been made to give treatment to the child of that family up to one year of age under the scheme. has gone. For this, treatment can be given by generating the TID of the child in the name of any available member of the family registered on a Jan-Aadhaar card.
- If the name of a child above one year of age is not on the Jan-Aadhaar card, then it is not possible to treat that child under the scheme. (In such a situation, the family should be advised that the name of the child can be added to Jan-Aadhaar by presenting the documents of birth at any E-Mitra centre) but after adding the name in the Jan-Aadhaar card for free treatment under the scheme. Only it can be done.
- Provision regarding the treatment of children up to the age of five years: Biometric verification and photo identity proof is not mandatory for the treatment of children up to five years of age. The TID of the child can be generated by biometric verification of any other family member linked in the Parivar Pehchan Card
