A Driving License is a legal permission to drive a Motor Vehicle. Any person (Indian Citizen or OCI or Foreign National residing in India) having requisite age, Educational Qualification (wherever applicable), Proof of residence in an area under jurisdiction of a particular Licensing Authority and ability to drive a Motor Vehicle can be issued a Driving License.

Licensing Authority

In Kolkata: Director, PVD, Kolkata or any officer authorized by him (up to the rank of MVls).

In Districts: District Magistrate or any officer authorized by him (up to the rank of MVls). (RTO/ARTO/MVls).

In Sub-Division: any officer authorized by the District Magistrate (up to the rank of MVls). (ARTO/MVls).

How to get Driving License in West Bengal?

On due application (to the Licensing Authority in the place of residence) in prescribed form with documents and fees, a preliminary test is taken, 60% is the pass mark to get the Learner’s Driving License which remains valid up to a maximum period of 180 days.

The Candidate can appear after at least 30(thirty) days (so that the candidate can learn driving of a particular type of Motor Vehicle duly) for a driving test on due application in prescribed form with fees . A Driving License shall be issued if the candidate passes the Driving Test.

What are the requirements to get a Learner’s Driving License in West Bengal?

  • Application in Form 1 and 2 of C.M.V.Rules 1989

  • Documents required as evidence as to correctness of address and age –

    1. Electoral Roll.

    2. Life Insurance Policy.

    3. Passport.

    4. Pay Slip issued by any office of the Central Government or a State Government or a Local body (PRIs/ULBs).

    5. School Certificate.

    6. Birth Certificate.

    7. Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon as to the age of the applicant.

    8. Any other document or documents as prescribed by the State Government under clause (k) of section 28.

    9. Proof of legal presence in India in addition to proof of residence in case of foreigners.

  • Three passport sized recent photographs.

  • Government fees.

  • Age:

    1. Motor Cycle without Gear: 16 years & above.

    2. Light Motor Vehicle (Non-Transport) : 18 years & above.

    3. Transport Category: 20 years & above.

    4. Vehicles Carrying Dangerous Goods : As in (iii) above & in addition at least 3(three) days specialised training on the specific subject.

  • Consent of parent or guardian, in case of application made by minor for learner’s license to drive motor cycle without gear is required.

  • Educational Qualification:

    1. For MCWOG, MCWG & LMV (NT): Optional.

    2. For Transport Vehicle: Minimum class eighth standard pass.

  • For grant of new license, application in Form 12 of C.M.V.R. Rules 1989 (Form-13 for renewal of License) to the Licensing Authority having jurisdiction in the area in which the M.T.S. is situated.

  • Government fees thereof.

  • Must have suitable infrastructures of at least one Dual Control Vehicle, Qualified Instructor, Adequate Training Charts/Materials, Class Room Facilities etc. (As detailed in rules 24, 27, 31 of C.M.V. Rules 1989).
