A new scheme “Jharkhand Mukhyamantri Gram Gadi Yojana” is launched with the aim of providing transportation services “Plan-2022” is proposed. The objective of the scheme is to encourage private bus operators for rural connectivity and improve rural connectivity.

Key Feature of Mukhyamantri Gram Gadi Yojana

The key features of Mukhyamantri Gram Gadi Yojana are:

  • Under this scheme, 07 light/medium commercial four-wheelers with Hard Top Body and Soft Top Body, manufactured as per the Motor Vehicles Act, 1988 and capable of carrying a maximum of 42 passengers (except the driver) on hire will be provided permits and facilities under this scheme.

  • The implementation/promulgation of Electric Vehicle Policy is under consideration of the State Government. After the Electric Vehicle Policy is notified, additional facilities will be provided to electric vehicles as per the provisions included in the policy.

  • No temporary permit will be given under this scheme.

  • The benefits given under this scheme can be availed only once during the operational period of five years or till further orders, whichever is earlier.

  • Under this scheme, all the records like fitness, insurance, driving license of the driver etc. of the used vehicle, which are necessary for the claim in Motor Accident Claim Tribunal (MACT), will be essential to keep it updated, so that there is no difficulty in getting adequate compensation to the victim as a result of a motor vehicle accident.

Conditions under Mukhyamantri Gram Gadi Yojana

Some conditions under Mukhyamantri Gram Gadi Yojana are as follows:

  • The vehicles assisted under this scheme will be provided with a distinct color, as notified by the Transport Department for identification by general public.

  • Permanent approval of the permit will be given for 05 years and the successful candidates will have to submit an undertaking that they will operate the service vehicle satisfactorily on the route till the expiry period of the permit, otherwise their permit may be canceled.

  • The timetable will be decided by the concerned regional transport authority and any objection to the timetable of permit holders of currently operating buses will not be accepted.

  • To ensure that the vehicle operator is on the same route for which the permit is approved under this scheme, it will be mandatory to install GPS on the vehicles operated under the scheme.

  • Permits will be issued to the beneficiaries by the concerned Regional Transport Authority on a first come first serve basis. ST, SC and OBC will be given priority in the selection of beneficiaries by the Regional Transport Authority

Documents Required for Mukhyamantri Gram Gadi Yojana

Following documents are required for Mukhyamantri Gram Gadi Yojana.

  • Identity Card/Aadhaar Card.

  • Local Resident Certificate

  • Age proof.

  • Educational Qualification Certificate.

  • Caste Certificate (if necessary).

Financial Assistance under Mukhyamantri Gram Gadi Yojana

Considering 500 vehicles in the first phase, if vehicles with seating capacity of minimum 07 and maximum 42 ct avail the benefit of interest subsidy in the first year, then all the financial support will be in the following form:-

Concession in bus fare: As per the above table, identity card issued by the competent authority i.e. concerned Block Development Officer/Head Municipal Corporation and Executive Officer of Municipal Corporations/concerned educational institution (for students)/NACs or D.S.W.Os or State AIDS Cell ( In case of immune deficiency diseases) will be applicable/payable on presentation of certificate

Subsidies provided to Operators

The following subsidy will be provided to the concerned operators for operating vehicles on rural routes: -

  • Under this scheme, exemption in road tax will be given for a maximum period of 05 years from the date of issue of the first permit and permit fee will be charged only Rs. 1/-.

  • The registration fee for the vehicles operated under this scheme will be charged only Rs. 1/- for the duration of the scheme.

  • This incentive (exemption on road tax and permit fee) will not be applicable to vehicles with age above 15 years (except driver whose seating capacity is 10 to 21).

  • Old and previously operated vehicles will be allowed to operate on such notified routes whose seating capacity is more than 22 seats. No interest subsidy will be given to old vehicles with seating capacity more than 22 seats, they will be given exemption in road tax and permit fee only for 05 years from the date of permit issue or till the age of the vehicle is 20 years, whichever is earlier.

  • Vehicles above 20 years of age will not be allowed to operate on such notified routes.
