How to request to approve a new building System in Dubai?

This service enables you to obtain a No Objection Certificate (NOC) to adopt a new building system, totally or partially structural, or to adopt building services systems such as thermal and electromechanical systems and others.

Documents Required

• The documents are listed in the Mechanism of Building System Approval Handbook.

• The technical committee may request additional documents as needed.

How to request to approve a new building System in Dubai?

• Login to Dubai Municipality website.

• Apply for the service and upload the required documents.

• Receive Dubai Municipality's reply within 3 working days to discuss the new building system or to submit additional documents at Dubai Municipality Headquarters (Deira), Building Permits Department, Block 1, Research and Building System Section, 2nd  floor, or communicate through email: BSA@dm.gov.ae.

• Check Dubai Municipality's response (Approved/Rejected/To be reviewed) by SMS.

• Prepare for the execution of a pilot project for the proposed system (for certain systems that require a pilot).

• Pay the due fees for the field visits.

• Check Dubai Municipality's reply (Approved/Rejected) for the final approval through the website.

• Pay the due fees.

• Receive the NOC to adopt a new building system through Dubai Municipality website.

Fees Required

• Preliminary submission: AED 500

• Site inspection: AED 250

• Final submission: AED 2,000.

Terms and Conditions

• You must conduct a demo for the system subject to the Municipality's approval, and present all the documentation that supports the system's efficiency.

• A pilot project is requested depending on the system's type and on all the requirements the Building Permits Department before final approval, and must be executed by a consulting office and a main contractor, both certified and licensed in Dubai.

• The number of field visits is determined according to the type of system, and a technical report is issued for each visit to the pilot project site.

• The service requires that the building system be adopted by a specialized company in the field, and to provide proof of application and success of the system in areas with similar environmental conditions to the place of execution of the proposed system.

• The approval of the application is subject to the compliance of the proposed system with the Building Permit Department's systems and laws.

• The system must be executed by a specialized local company.
