How to apply for a No Objection Certificate to Work in Cultivated Public Areas in Dubai ?

This service enables you to obtain a No Objection Certificate (NOC) to work within spaces allocated for cultivation within public areas, squares or parks, or any places under the supervision of Dubai Municipality. A No Objection Certificate is issued to ensure the preservation of the cultivated green spaces.

Terms and Conditions to apply for a No Objection Certificate to Work in Cultivated Public Areas

  • The NOC is valid for 6 months, and is renewable.

  • The application is approved or rejected after estimating the value of the plants to be destroyed as a result of the construction works.

  • The website includes a classification of NOC services and their relevant completion time.

  • The services for which NOCs can be issued within 3 working days include works related to:

    • Trial pits

    • Household utility connections

    • Soil tests

    • Shoring.

  • The services for which NOCs can be issued within 5 working days include works related to:

    • Maintenance and road improvements

    • Outdoor paving for buildings and entrances

    • Settlement of sand deposits

    • Landscaping

    • Building

    • Groundwater drainage

    • Power plants

    • Public transportation projects

    • Billboards installation.

  • The services for which NOCs can be issued within 7 working days include:

    • Main road projects

    • Development projects

    • Train and tram projects

    • Marine works projects

    • Main networks and lines of drainage and irrigation services

    • Main networks and lines of water and central air conditioning services

    • High voltage lines 400 and 132 kV, and 11 and 33 kV networks

    • Network lines of Etisalat, du and the Armed Forces

    • Excavation works

    • Gas pipelines.

  • If the project contractor didn't abide by the conditions and standards observed for issuing the NOC, the company is filed a violation after acknowledging the damage, in accordance with local orders issued in this regard. 

  • If a company failed to pay the amounts due for destroying or removing cultivated spaces, it is considered in violation of the applied regulations and shall face the list of fines stipulated in accordance with the local orders issued in this regard.

For companies:

  1. Photos of the site.

For Individual:

  1. Building Permit 
  2. Emirates Identity number

How to apply for a No Objection Certificate to Work in Cultivated Public Areas ?

  • Apply for the service through the available channels.

  • Receive by phone or through RTA website a notification with the site inspection date, within 1 working day.

  • Meet Dubai Municipality employee for the site inspection, within 3 days.

  • Pay the due fees in case of transportation or destruction of plants.

  • Receive the NOC, in case of approval, or the notification of rejection, through RTA website.
