The Pandit Deendayal Upadhyay State Employees Cashless Treatment Scheme (SECTS) provides cashless treatment facility to the families of all state government employees and pensioners. Under the scheme, each beneficiary family will be entitled to a maximum of INR 5 lakh per year for treatment in private hospitals and unlimited treatment in government hospitals, without any upper limit.
The cashless treatment facility under the scheme is only available for indoor patients. OPD services, tests, etc. will continue to be provided under the existing system.
Benefits of Pandit Deendayal Upadhyay Rajya Karmchari Cashless Chikitsa Yojna
Following are the benefits of Pandit Deendayal Upadhyay Rajya Karmchari Cashless Chikitsa Yojna in Uttar Pradesh.

The scheme provides cashless treatment facility to UP State Government Employees, Retired State Government Employees and their dependents.

Cashless Treatment facility is available in Ayushman Empanelled Private and Government Hospitals.

Cashless Treatment up to Rs. 5 lakh per year per family is available to each beneficiary family in Private Hospitals Empanelled under Ayushaman Bharat.

Cashless Treatment without any financial limit will be available to beneficiary families in Government Medical Colleges, Institutions and other Government hospitals of Uttar Pradesh.

All State Government Employees, Retired State Government Employees and their dependents are eligible for cashless treatment under the scheme.

All State Government Employees, Retired State Government Employees and their dependents would be given a State Health Card.

Before filling the State Employee/ Pensioner Online Registration Form, please ensure that you have the following information:

Follow the below steps to apply online for Pandit Deendayal Upadhyay Rajya Karmchari Cashless Chikitsa Yojna.

Open SECTS website.

Click on “Apply for State Health Card” button.

Fill self-details, then “Save & Continue”.

Add Dependents, then “Save & Continue”.

"Submit” Application & wait for approval by DDO/TO.

After application is approved by DDO/TO, and a SMS is received go to the link provided in the message or visit this link

Complete Aadhar eKYC and download the card.
Registration of spouse as dependent under Pandit Deendayal Upadhyay State Employees Cashless Treatment Scheme (SECTS)
The spouse of a state government employee or pensioner shall be eligible for registration as a dependent under the scheme, provided the following conditions are satisfied:
(a) The spouse is not a government employee or pensioner in his/her own right.
(b) The spouse is not more than 60 years of age.
(c) The spouse is not suffering from any chronic or terminal illness.
The registration of the spouse as a dependent shall be done by the employee/pensioner's departmental head.
The departmental head shall forward the registration form to the State Health Authority (SHA) along with the required documents.
The SHA shall scrutinize the registration form and approve or reject the registration within 15 days of receipt of the form.
The SHA shall issue an e-card to the registered spouse.
The spouse shall be eligible for cashless treatment at all empanelled hospitals under the scheme, provided the treatment is covered under the scheme.
The spouse shall be responsible for paying the out-of-pocket expenses, if any, incurred during the treatment.
The spouse shall not be entitled to any reimbursement of the out-of-pocket expenses under the scheme.
Documents Required
The spouse shall be registered as a dependent on the basis of the following documents:
(a) Self-declaration of the employee/pensioner stating that the spouse meets the eligibility criteria.
(b) Copy of the marriage certificate.
(c) Copy of the Aadhaar card of the spouse.
Ward Details
Beneficiaries of Pt. Deendayal Upadhyay Rajya Karmachari Cashless Chikitsa Yojna are entitled to general ward, semi private ward or private ward depending on their pay scale/pay level as provided in the guidelines. The definition of private ward, semi Private ward and general ward as defined in CGHS guidelines for empanelled hospitals, is as mentioned below.
1- Private ward is defined as a hospital room where single patient is accommodated and which has an attached toilet (lavatory and bath). The room should have furnishings like wardrobe, dressing table, bed-side table, sofa set, carpet, etc. as well as a bed for attendant. The room has to be air-conditioned.
2- Semi Private ward is defined as a hospital room where two to three patients are accommodated and which has attached toilet facilities and necessary furnishings.
3- General ward is defined as halls that accommodate four to ten patients.
All empanelled hospitals need to ensure that the facilities in private ward, semi private ward and general ward as defined above, are available to the beneficiaries as per their entitlement. The EHCPs which do not have private ward or semi private ward with facilities as defined above, can not initiate claims for private/semi private wards under the scheme.
