PICME stands for Pregnancy and Infant Cohort Monitoring and Evaluation. In 2008, PICME was developed by the National Informatics Centre for the Department of Public Health and Preventive Medicine, and is now revamped as ‘PICME 2.0’ with new updated modules. PICME captures 11 lakhs of AN Mothers annually. 8713 VHNs in rural areas and 1846 UHNs in urban areas have been given user ID and password, and Institutional Delivery Entry Login has been provided to all Government Health institutions to enter their delivery data.
Objectives of PICME Portal

To provide delivery care services continuously to pregnant / lactating mothers and children.

To reduce Maternal Mortality Rate and Infant Mortality Rate.

To track high risk mothers and give timely intervention.
Benefits of PICME Portal

PICME 2.0 web portal captures the details of pregnant women starting from Eligible couple registration to till 16 years age of the child through Village Health Nurse / Urban Health Nurse.

Each mother are given a unique ID called RCH ID.

The Government of Tamil Nadu has made it compulsory to register all pregnancies in this system.

Birth Certificate will be issued only if RCH ID is available with the mother.

Using this number, the details of the mother can be viewed at any level.

EMRIs (Emergency Management and Research Institutes & 108 Ambulance service) have been given login ID for using PICME, so that they can take list of EDD mothers from the system and call the mothers to give pick up services to the mothers to hospital for delivery.

This software is also linked with Birth and Death registration software (CRS).

The detail entered in this software determines the eligibility status of a mother to Dr. Muthulakshmi Reddy Maternity Benefit Scheme.
Eligibility for PICME
All citizens residing in Tamil Nadu are eligible.
How to Register Pregnancy?
Registration of Pregnancy can be done by 2 ways:

By directly approaching village head nurse

By pre registration
Registration of Pregnancy by Directly Approaching Village Head Nurse

Pregnant mothers can approach the Village Health Nurse / Urban Health Nurse in her area and register her pregnancy.

After confirming her pregnancy, the Village Health Nurse / Urban Health Nurse will register the details collected in PICME software and give RCH ID to the pregnant mother.

After completion of registration, a SMS will be sent to mothers mobile number. The Government of Tamil Nadu has made it compulsory to register all pregnancies, and to give RCH ID for Registration of births.

Even if the mother does not have RCH ID at the time of delivery, she must register immediately at least after delivery and submit the RCH ID to the hospital concerned.
Registration of Pregnancy by Pre-Registration
If the pregnant mother is new to the area and not able to contact her area Village Health Nurse / Urban Health Nurse, she can Pre-register her pregnancy using the following methods. SMS will be sent to mother’s mobile with the Pre-registration details. Pre Registration can be done in 4 ways.
(a) Through online:
Pre-registration of pregnancy can be done by the mother herself by visiting the PICME Portal and entering required details.
(b) Through e-seva centres:
The pregnant mother can approach the nearest e-seva centre and pre-register her pregnancy at free of cost.
(c) Through call Centre (102):
The Pregnant mother can call the toll free number “102” and Pre-register her pregnancy.
(d) Through Government Hospitals:
The pregnant mother can approach the nearest Government Hospital and pre-register her pregnancy.

On completion of pre-registration, a SMS will be sent to the registered mobile number. The Pre-registration details will be forwarded to the concerned Village Health Nurse / Urban Health Nurse and in turn they will contact the mother and register them. On completion of registration the mother will be given.with.RCH.ID.

Periodical SMS will be sent to the mothers mobile and remind the services to be availed by the mother/child.

This software is linked to the State Birth and Death software (CRS). Immediately on generation of RCH ID, PICME software will share the RCH ID to Birth and Death Registration Server. Similarly, whenever a birth is registered, the birth registration number is shared by the Birth and Death Registration Server to PICME server.
How to Pre- Register Pregnancy Online?
Follow the below steps to pre- register pregnancy online.

Visit the PICME Portal.

Click on ‘Pre Registration by Public’.

Click on ‘Registration’.
- An application form will open on your screen for pre registration of pregnancy.

Enter all the details carefully.
- Click on ‘Save’.
How to Check Application on PICME?
Follow the below steps to check application status on PICME.

Visit the PICME Portal.

Click on ‘Pre Registration by Public’.

Click on ‘Application ID Status’.
- Enter your Application ID
- Click on Submit.
How to Generate RCH ID?
RCH stands for Reproductive and Child Health. All Married/Pregnant Women in the age group of 15 to 49 will be issued an unique identification number (RCH ID), which can be used for any number of pregnancies.
Follow the below steps to generate your RCH ID.

Visit the PICME Portal.
- Click on ‘Pre Registration by Public’.

Click on ‘Click here’ under RCH ID Self Generation.
- Enter your Aadhar Card (of the mother) for RCH ID Self Registration.
- Click on ‘Submit’.
