PwD app is now renamed as SAKSHAM ECI. This App is a tool to facilitate Persons with Disabilities. The PwD electors can use this app to avail various services provided by the ECI.

PwD voters can use the app starting from the process of registration to availing pick and drop facility on the poll day. All the requirements of the PwDs have been taken into consideration while designing the app. 

Who are Voters with Disabilities?

Voters having one among the 21 disabilities as mentioned by the Right of Persons with Disabilities Act 2016 are termed as voters with disabilities.

If a person who has reduced mobility and/ or motor function and/ or physical coordination due to age, temporary ailment, pregnancy and other disease, and needs to be facilitated to be registered and to vote are termed as electors/ voters with reduced mobility and physical functions.

Facilities Available on Saksham App

Following facilities are available on Saksham App.

  • Ramps and wheelchairs are provided at the polling stations.

  • Availability of Poll Volunteers to assist the PwD voters.

  • Separate queues for voters with disabilities

  • Availability of adequate parking space. Similarly, voters with disabilities can also avail free pick and drop transportation facility.

  • Register and opt for wheelchairs for those PwD voters with low and restricted mobility.

  • Visually impaired voters are provided with a Dummy Ballot Sheet in Braille.

  • After he/she has studied the contents of the Dummy Sheet he/she will be allowed to proceed to the voting compartment to cast his/her vote. Such electors after reading the Dummy Ballot Sheet will be able to cast their vote by reading the serial number of the candidate of their choice on the numeric sticker fixed on the EVM.

  • At the polling station, the visually impaired persons will also be allowed the facility of a companion as provided for in Rule 49N of Conduct of Elections Rules, 1961. Alternatively, a blind voter with disability may take the assistance of a booth volunteer / presiding officer as well, if he or she desires so.

  • Magnifying glasses for electors of low vision.

  • Priority voting/ Separate queues, Signage, Sign Language Interpreter and written communication.

Following facilities are available on Saksham App.

  • Special focus on enrolment on Pwd electors during SSR.

  • Mapping of Persons with Disabilities.

  • Home Voting Facilities through Postal Ballots. 

  • Voter EPICS/ Slips in Braille.

  • Dummy Ballots on EVMs.

  • Helpline for PwD and Senior Citizen (1950).

Types of Disabilities Enlisted

There are 21 types of disabilities as per the RP Act, 2016. 

  • Blindness

  • Hard of Hearing

  • Physical Disabilities

  • Mental Illness (psycho social disabilities)

  • Leprosy cured

  • Intellectual Disabilities

  • Cerebral Palsy

  • Dwarfism

  • Muscular Dystrophy

  • Acid Attack Victims

  • Speech and Language Disabilities

  • Specific Learning Disabilities

  • Autism Spectrum Disorder

  • Chronic Neurological Disorders including multiple sclerosis and Parkinson’s disease

  • Blood Disorders including hemophilia, thalassemia and sickle cell anemia

  • Multiple Disorders

Present Provisions for facilitation of PwD at the Time of Voting

Provisions available for facilitation of PwD at the time of voting to cast their vote are:

  • Assured Minimum Facilities are made available at polling booths, Signage, Help Desk, polling booth at ground floor, obstacle free wide levelled pathway from entrance to voting compartment, Ramp as per GO1 standards, Accessible Toilets, Drinking Water, Separate Entry and Exit, Lighting, accessible furniture, braille ballot guide, adjustable braille embossed EVMs, wheel chairs, booth volunteers and display of accessible posters on information pertaining to voting.

  • Free transport facilities are provided to all persons with disabilities in the local public transport system on the day of voting. Dedicated parking system for vehicles of voters with disabilities.

  • Optional Postal Ballot facility has been extended to the electors, who are marked as Persons with Disabilities (PWD) with more than 40% of disability.
