How to get Solvency Certificate or Haisiyat Praman Patr in Uttar Pradesh?

Solvency Certificate or ‘Haisiyat Praman Patra’ is a legal document issued by a state government department. This certificate provides information about the property and its owner. Such certificates are often required during government-related activities. If the owner of a property wants to participate in a tender or government auction, they need to submit legal documents. 

Eligibility Criteria to get Solvency Certificate in Uttar Pradesh

Any individual is entitled for a solvency certificate if he/she is a permanent resident in Uttar Pradesh and has a property in the state. 

Documents required for a Solvency Certificate

The documents required are divided in two parts for an individual or an organization:

Part-01: Documentary Evidence Related to Personal Details 

(a) For an Individual (by the person)

1. Applicant's Photo
2. PAN Card
3. Address Proof
4. Aadhar Card 

(b) Organization (by the Chief Executive Officer)

1. Chief Executive Officer's Photo
2. PAN Card
3. Address Proof

Part-02: Documentary Evidence Related to Annexures 

(a) Immovable Property

1.  In case of agricultural land, certified Khatauni of CH 41 and 45 and 1359 F.
2. Any evidence of property ownership
3. Photograph of the property/building
4. Relevant certificate for property free from encumbrances

 (b) Movable Property

1. Valuation certificate from a competent authority for vehicles
2. Valuation certificate from a bank authority for property held in a bank or financial institution, including details of the bank's name, account number, and the amount held. Attach the certificate issued by the bank or financial institution for this purpose.

 (c) Other Assets Details 

Provide relevant certificates for other assets.

Register on e-District portal

In order to get the Solvency Certificate online, you must first register in the UP eDistrict Portal. 

Follow the below steps to register on the UP eDistrict portal.

• Visit the UP E-District Portal

• Click on ‘Citizen Login (E-Saathi)’.

• Click on  ‘New User Registration’. 

• Provide the required details like username, name, address, phone number.

• An OTP will be sent to the given phone number. 

• Enter the OTP and create a password. 

• Your registration is complete. Now you can login using your id and password.  

Apply Online to get Solvency Certificate in Uttar Pradesh

Follow the below steps to apply online to get a Solvency Certificate in Uttar Pradesh. 

• Login to the UP E-District Portal.

• Select the  "Solvency Certificate" option under ‘E-SATHI SERVICES’. 

• Fill in all the required information in the Solvency Certificate application form.

• Upload all the necessary documents

• After filling in all the information, click on the "Submit" button at the bottom of the form.

• To make the required payment, the applicant must click on the "Service Fee" link to submit the service-related fee. The portal will route the application to the payment gateway, where the applicant must make the payment for the service fee and transaction charges through online modes such as debit card, net banking, and credit card.

• Make the required payment.

Download Solvency Certificate in Uttar Pradesh

The Tehsildar verifies the application & forwards it to Lekhpal for inspection. Lekhpal then further submits the inspection report to Tehsildar. Based on the Lekhpal report, Tehsildar approves the application & issues the solvency certificate. 

Once the Solvency Certificate is approved, you can download it using the following steps:

• Log in to  UP E-District Portal.

• Click on ‘List of Applications’.

• Click on the application to download the Solvency certificate.

Track Status of Solvency Certificate in Uttar Pradesh

Follow the below steps to track the status of Solvency Certificate in Uttar Pradesh.

• Visit the UP E-District Portal.

• Click on “Application status”.

• Enter your registration number to track the status of the application.

Fees Required to get Solvency Certificate in Uttar Pradesh

Service charge- Rs. 100 (fixed) + user charges

Total fees at Public Service Centre- Rs. 120

Citizen Portal- Rs. 110

Validity of the Solvency Certificate in Uttar Pradesh

The validity of the status certificate will be valid for 02 years from the date of issue. In case of any change in ownership related to the property, it will be the responsibility of the applicant to re-issue the certificate.
