The Higher Education Department, Government of West Bengal has introduced the Student Credit Card Scheme for the students of West Bengal to enable them to pursue education without having any financial constraints. This scheme is designed to support the students to pursue secondary, higher secondary, madrasah, undergraduate and postgraduate studies including professional degrees and other equivalent courses in any School, Madrasah, College, University and other affiliated institutes within and outside India. Students studying in various coaching institutions for appearing in different competitive examinations like Engineering, Medical, Law, IAS, IPS, WBCS etc, can also avail of the loan under this scheme. A student from West Bengal can obtain a maximum loan of Rs. 10 lakhs @ 4% per annum simple interest from the State Cooperative Bank and its affiliated Central Cooperative Banks and District Central Cooperative Banks and Public/ Private Sector Banks. 1% interest concession will be provided to the borrower if the interest is fully serviced during the study period. The upper age limit for the interested students has been kept as 40(forty) years at the time of applying for a loan. The repayment period shall be fifteen (15) years for any loan availed under this Credit Card including the Moratorium/ repayment holiday. 

Document required for applying West Bengal Student Credit Card Scheme

Following are the documents required for applying for West Bengal Student Credit Card

  • Colour Photograph of the applicant (should be in .jpeg / .jpg between 50 KB and 20KB)

  • Colour Photograph of the co-applicant / co-borrower (should be in .jpeg / .jpg format, between 50 KB and 20 KB)

  • Signature of the student (should be in .jpeg / .jpg format, between 50 KB and 10 KB)

  • Co-borrower / Guardian’s signature (should be in .jpeg / .jpg, format, between 50 KB and 10 KB)

  • Student’s AADHAR Card (should be in .pdf format, between 400 KB and 50 KB)

  • Student’s Class 10th Board registration certificate (if no AADHAR card) (should be in .pdf format between 400 KB and 50 KB)

  • Guardian’s Address Proof (should be in .pdf format between 400 KB and 50 KB)

  • Admission Receipt (should be in .pdf between 400 KB and 50 KB)

  • Student’s PAN Card/undertaking if there is no PAN Card (should
    be in .pdf format between 400 KB and 50 KB)

  • Guardian’s PAN Card/undertaking if there is no PAN Card (should be in .pdf format between 400 KB and 50 KB)

  • The relevant page of the brochure/document detaining course fee/tuition fee (should be in .pdf format between 400 KB and 50 KB)

Note:-

  • Student Credit Card/loans cannot be applied for future courses. Admission receipt is to be uploaded while applying. For example, if a student is presently studying in Class XII and he proposes to study management in future, he cannot apply for a loan considering /clubbing course fee of management courses. At present, he has to apply for a loan considering his course fee of Class XII only. For future courses, he has to apply for a fresh credit card after admission to that particular course.

  • The students cannot apply for credit card loans considering their course fee of the regular institute as well as the coaching institute fee clubbed.

  • The loan cannot be applied for the course fees or admission fees etc which have already been paid to the institution. Fees to be paid in future for the running course only is to be mentioned. There is no reimbursement system in this scheme.

For Each Programme Type, there are several Programme Names to be selected.

Note:- Subject wise courses like MSc Physics etc. are not available in the dropdown list in most of the cases and are not required also as per the scheme. It will not hamper the loan sanctioning process. Only broad courses like MA, MSc, BA, BSc, etc are to be selected as per the following examples:

How to register for West Bengal Student Credit Card Scheme?

Follow the below steps to registering West Bengal student Credit Card Scheme online

  • Now you need to confirm that, “Are you Registering For”, “For institution in India”/”For institution outside India”

  • Fill out the registration form with required details including “Basic Details”, “Present course of study”, “Contact details”

  • On this form, you can change the password under the “Password” field

Note:- Password should be strong. It should contain a minimum of eight characters consisting of at least one upper case Alphabet (i.e, A-Z), one lower case alphabet (i.e, a-z), One numeric character (i.e 0-9) & one special characters (i.e., @#$^)

 

  • When the Student has no Aadhaar Card: Replace the Aadhar details with 10 th standard board details

  • Click on the “Register” button

  • After completion of the registration process, a unique ID will be generated which will be sent to your mobile number. This unique ID can be used as your User ID for submission of the Application and all future purposes

  • Enter the OTP sent to your mobile number during registration on the box

  • After entering the OTP, click on “Verify”

  • After successful registration, a message box will appear with the registration number

  • Now you can use this “Registration number” and “Password” for logging in.

  • Now you need to confirm that, “Are You Signing For”, “For institution in India”/”For institution outside India”

  • Now you have to Enter your “Registration No”, “Password” and the “Captcha” as shown

  • After entering the captcha, click “Login”

  • After logging in, you will land on the “Applicant Dashboard”

  • On the “Dashboard”, you will see the “Application Details”

  • Now you can complete your application

  • When the Student has no Aadhar, complete the application by filling in the required details including “Personal Details”, “Co-borrower and Present Address details”, “Permanent Adress and Course & Income Details”, “Bank Details of Student and Co-Borrower

  • After completing filling the required details, now you can upload the documents

  • Upload all the required documents in the prescribed format and size

  •  When the Student has no Aadhar, Student’s Class Xth board registration certificate is to be uploaded

  • Tick on the checkbox

  • After uploading the documents, click on “Save & Continue”

  • If required to visit the previous page, click on the “Previous” option

  • After saving the details a page will open up with all the details. Review all the fields, edit if necessary (the edit button is on the left panel). Once the student is fully satisfied with the details fed, he/she needs to press “Submit Application”

  • Once the student applies, this pop-up menu appears. If the student is sure that the details are fed correctly, He / She is required to opt for “Yes” or “No” very cautiously as there is no option for modification.

  • If all data fed is ok, the student is required to press ‘Yes”

  • Once the form is submitted by the student, it shows that the form is submitted to the Institution

  • In case of any discrepancy, or pending submission the application is returned by the Institution to the Applicant

  • Click to “Edit the application” when returned by the institution.

  • The applicant can view the status of the application on the Dashboard “Status” section

How to Reset Password/Applicant ID of West Bengal Student Credit Card Scheme online?

In case the student forgets Applicant ID / Password, follow the below steps for reset Password/Applicant ID

  • Visit the WBSCC officials portal

  • Click on the “Student Login” button on top of the page

  • Now you need to confirm that, “Are You Signing For”, “For institution in India”/”For institution outside India” 

  • Click on “Forgot Applicant ID /Password”

  • Now the applicant needs to select from the dropdown list “What to retrieve”

If the applicant needs to retrieve the “Password”

  • Select “Password” in the “Select what to retrieve” field

  • Enter the “Applicant Id” and “Captcha”

  • Now click on the “Submit” button

If the applicant needs to retrieve the “applicant ID”

  • Select “Applicant ID” in the “Select what to retrieve” field

  • Select “Aadhaar status”

  • If yes, enter the “Aadhaar number” and “Captcha”

  • Click on the “Submit” button

  • If you select  “Aadhaar status” as “No”

Is there any requirement of furnishing the domicile certificate and Caste certificate for filling up the form under the Scheme?
No. There is no need to furnish the copy of domicile certificate and Caste certificate.
Who will be considered as a resident of West Bengal for the purpose of SCC scheme?
If the student or his family is residing in the State of West Bengal at least for a period of 10 (Ten) years preceding the date of application, she/he shall be considered as a resident of the State under this scheme.
Do I need to send any hard copy of the completed form once the registration and filling up of form is over?
No. However, you can preserve a hard copy for your future reference.

What is the maximum amount of loan eligible under the scheme?
The maximum amount of loan eligible under the scheme is Rs. 10(ten) lakhs.
What are the items for which loan can be sought?
The loan can be utilized for meeting the cost of the following items- a) Course fees payable to the School/College/ University / Professional Institutes/coaching institute where the student is enrolled for appearing in the entrance examination for admission in medical/engineering/law courses or for appearing in UPSC/PSC/SSC etc. This will include tuition fees, fees payable for caution deposit/ building fund /refundable deposit/examination/library/laboratory fees to be supported by Institution’s bills/ receipts. b) Fees required for accommodation in hostel or rent/ license fees payable for living outside the hostel or fees required for living as a Paying Guest. c) Cost of purchasing books/ Computer/ Lap-top/ Tablet/ equipments etc. d) Any other expense required to complete the course such as study tours, project works, thesis etc.
Is there any item-wise cap of expenditure under the loan sanctioned under SCC scheme?
a)Up to 20% of the total loan sanctioned can be used as living expenses for the entire duration of the course and b)there shall be an upper ceiling of expenditure up to 30% of the total loan sanctioned for non-institutional expenses including the living cost for the whole course of study.
