The aim of YSR Matsyakara Bharosa scheme is to provide an amount of Rs.10,000/- as ban relief to all sea going fishermen families who are not able to earn their livelihood during the ban or lean period of marine fishing from April 15th to June 14th every year (61 days) (both days inclusive).

Objectives of YSR Matsyakara Bharosa

The objectives of YSR Matsyakara Bharosa are:

  • To provide relief to marine seagoing fishermen (here in called as crew) for sustaining the livelihood during the ban/ learn period of marine fishing.

  • Further, to sustain the marine fishery resources by observing the ban on marine fishing as majority of marine species attain maturity and bread during this period. 

Eligibility Criteria for YSR Matsyakara Bharosa

Following are the eligibility criteria for YSR Matsyakara Bharosa.

  • Total family Income should be less than Rs. 120,000/- per annum in Rural areas and Rs. 144,000/- per annum in Urban areas.

  • Total land holding of the family should be less than 3.00 Ac. of Wet (or) 10 Ac. of Dry land (or) 10 Acres of land put together for this purpose.

  • No family member should be a government employee or Government pensioner. The families of Sanitary workers are exempted.

  • Families should not own a four-wheeler (Taxis, Tractors, Autos are exempted).

  • In Municipal areas, a family who owns no property /Less than 1000 sq. feet of built-up area (Residential or commercial) is eligible.

  • The applicant should be male between 18 – 60 Years.

  • Craft wise Crew allowable:

    • Mechanized boats with OAL above 18 Mtrs- 10 crew members maximum (Excluding boat owner)

    • Mechanized boats with OAL below 18 Mtrs- 8 crew members max (Excluding boat owner)

    • Motorized boat - 6 crew members maximum (Including boat owner)

    • Non-Motorized - 3 crew members maximum (Including boat owner)

  • HSD Oil utilization

    • Mechanized boats - Should utilize High Speed Diesel (HSD) oil minimum 1000 litres

    • Motorized boats - Should utilize High Speed Diesel (HSD) oil minimum 100 litres

Ineligibility 

  • Fishing boats which are imposed penalty under APMFR Act during the previous financial year are not eligible for payment of ban relief

  • The beneficiary should not be covered in any other government DBT schemes like Archakas, Chedodu, Rythu Bharosa, Vidya Deevena, Vasati Deevena, Vahana Mitra, Kapu Nestham, Pastor, YSR Cheyutha and any other type of schemes and any pensions. Only one benefit will be extended to one family by considering the Household as a unit and household is treated as family.

Documents Required for YSR Matsyakara Bharosa

Following are the documents required for YSR Matsyakara Bharosa

  • Aadhaar card

  • Occupational certificate

  • Voter ID card

  • Rice card of all crew

Identification of Beneficiaries under YSR Matsyakara Bharosa

All eligible beneficiaries under this scheme shall be identified through the following process: 

  • One day enumeration shall be conducted with Fisheries staff including GSWS staff/VFA and Sagaramitra in all Fish Landing Centres (FLCs) in the state to identify Crew members boats wise, in the presence of boat owner and fill the details in prescribed format duly certified by enumeration team for onwards data entry in GSWS Portal.

  • The proposed enumeration date shall be published well in advance, in all fishermen village secretariats, RBKs and fish landing centers before commencement of ban.

  • All associations and societies should also be informed on enumeration and involved during the enumeration.

  • The crew member mobile numbers should inevitably collect during the enumeration, the reputation of the same mobile number not allowed during the online data entry. 

  • Boat wise photograph with Crew will be taken and indicate title to completed boat "ENUMIRATED" with synthetic paint immediately.

  • The enumeration team should enumerate all marine craft irrespective of registered landing center/District. In case of any other district boats found, it should be enumerated and DFO shall officially communicate the data to the concerned DFOs immediately.
