I bought a honda shine bike in 2008. As I am Government transferable employee, I paid only yearly road tax from 2008 to 2011. After that, I totally forgot about it. Now, it is almost 10 years since I paid the annual road tax. My question are as follows. 1) Procedure to convert the annual tax to yearly tax. 2) Will there be any penalty for not paying the road tax for almost 10 years. 3) What will be total financial implication of tax and penalty, assuming the cost of vehicle now is only Rs. 10,000. (Original cost of the new vehicle when it was bought was around Rs. 60,000)

cannot convert annual tax to yearly tax
50% of tax is levied as additional Tax
Original price of the vehicle is taken in to account for calculating tax
