I have 20-year-old license which expired on June 2020 from Delhi. Now I am settled in Kerala. Is it possible to renew and change my address from Kerala RTO online site ?

If the license is available in the sarathi portal, you can apply for renewal and change of address in  RT Office/Sub RT office in Kerala under the jurisdiction you belongs

Expired license cannot be done change of address. Hence contact Delhi RTOffice
