I've purchased 2nd hand car & used it's fastag twice. Then on next toll person told me that balance is not sufficient. So i did recharge. Then i received msg that fastag closure initiated, now what i need to do to get refund?

The refund of closure will be deposited to the previous owners account as the FASTag was in his name. Hence, kindly contact the previous owner for any further assistance.
