സെക്ഷന്‍ 8 ലെയും സെക്ഷന്‍ 9 ലെയും വ്യവസ്ഥകള്‍ അനുസരിച്ച്‌ ജനന മരണങ്ങള്‍ റിപ്പോര്‍ട്ടുചെയ്യുന്നതിന്‌ ചുമതലപ്പെട്ട ഏതൊരാളും യഥാസമയം റിപ്പോര്‍ട്ടു നല്‍കാതിരുന്നാല്‍ ലേറ്റ്‌ ഫീ ഒടുക്കാന്‍ ബാദ്ധ്യസ്ഥനാണ്‌. ഇവര്‍ക്കെതിരെ സെക്ഷന്‍ 23 (1) പ്രകാരമുള്ള ശിക്ഷയും ചുമത്താവുന്നതാണ്‌.
